Message from the Director

The establishment of the Research Management and Translation Office (RMTO) at the University of the Philippines Manila is a strategic initiative that closely aligns with the Office of the Vice Chancellor for Research and Extension's (OVCRE) functions and supports the University's vision and mission. This alignment is essential in advancing UP Manila's goals of leadership in health sciences and contributing to national and global health improvements. The RMTO supports the University's mission by enabling transformative education through research-driven initiatives. By facilitating integrative and collaborative research, the RMTO helps ensure that research contributes to community, national and global health improvements. This aligns with the mission to encourage students and researchers to take constructive actions based on their cultural and historical identity. The office ensures that UP Manila's research effectively translates into improved health outcomes and informs policy decisions. By aligning with the University's strategic goals, the RMTO not only improves research management efficiency and impact but also elevates the importance of translating research into tangible community benefits. This critical function underscores the urgent need for establishing the Research Management and Translation Office (RMTO).

History

In January 2011, the Board of Regents approved a significant reorganization during its 1266th meeting. The roles of the Deputy Directors at NIH were realigned into two distinct positions: a Deputy Director for Administration for NIH and a Director for Research Management and Translation for the Office of the Vice Chancellor for Research (OVCR). This change aimed to better differentiate responsibilities and improve management efficiency. Further supporting this shift, the Committee submitted a report recommending the assignment of one deputy for the NIH and another for the OVCR. This recommendation led the Chancellor to issue Administrative Order No. RLA-2010-119, formalizing the realignment of the two deputy directors. This reorganization was presented to the Presidential Advisory Council on January 5, 2011. However, as research demands continued to escalate, it became clear that the dual role of the Vice Chancellor for Research and NIH Executive Director was becoming increasingly challenging to manage effectively. This realization led to the 1339th BOR Resolution, adopted on November 9, 2018. The resolution proposed separating these roles to better address the needs of both positions. As a result, Dr. Eva Maria Cutiongco-Dela Paz was appointed as the Executive Director to continue in her role, while Dr. Armando C. Crisostomo assumed the position of Vice Chancellor for Research. Additionally, Dr. Ricardo M. Manalastas, Jr. was designated as the Director for Research and Management, serving under the Vice Chancellor for Research. The role of the Director for Research Management and Translation became crucial in this new structure. This position was tasked with assisting the Vice Chancellor for Research in planning, operationalizing, and monitoring various research functions. These included oversight of the Research Ethics Board, Research Grants Administration Office, Intellectual Property and Technology Licensing, Integrated Laboratory, Institutional Biosafety Committee, and Institutional Animal Care Unit Committee. The Director also supported the University Research Executive Committee and College Research Coordinators. In 2021, another milestone was reached with the 1359th BOR meeting's approval to revise the UP Manila organizational chart. The creation of the RMTO under the OVCR was a significant development. The RMTO was established to manage research funds and translate research outputs into practical outcomes, such as publications, policies, and products benefiting the community. This new office aimed to enhance research management and ensure that research findings have a meaningful and applied impact. This continuous evolution reflects UP Manila’s dedication to adapting its research management structure to meet growing demands and effectively harness research for the greater good.
