The office of the PMO is located on the 2nd floor of the UP Manila Annex, Joaquin Gonzales Compound, Padre Faura Street, Ermita, Manila. The office is divided into four (4) rooms:
- Office of the Director and Planning Section Room
- BAC Secretariat, Purchasing Section, and Admin Section Room
- Records and Contract Management Room
- BAC Conference Room (used for BAC Conferences, PMO meetings, and can be utilized by other UP Manila offices upon request)
Message from the Director
The Procurement Management Office (PMO) of the University of the Philippines Manila oversees and monitors all procurement activities of the University, ensuring full compliance with Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA). Our core functions include procurement planning, regardless of mode, and contract implementation. In addition, the PMO reviews all Project Procurement Management Plans (PPMPs) prior to their consolidation into UP Manila’s Annual Procurement Plan. We also organize and conduct training sessions, workshops, and seminars, guided by the Annual Procurement Training Calendar, to strengthen the procurement knowledge and competencies of all UP Manila units and colleges. As the entire government transitions to the Modernized PhilGEPS, the PMO remains prepared and fully equipped to meet the requirements of the new system, while strictly adhering to the rules and regulations of the NGPA. Through these efforts, we remain committed to delivering efficient and transparent procurement services in support of UP Manila and its constituents.

History
Prior to the establishment of an office dedicated to procurement processes, public bidding was under the purview of Bids and Awards Committee (BAC) 2 and BAC 3, while small value and shopping were delegated to the then-Supply and Property Office (now the Supply and Property Management Office or SPMO) and the end-users. Thereafter, the Organic Office for the Bids and Awards Committee (OOBAC) was created during the 1309th Meeting of the UP Board of Regents (BOR) on July 22, 2015. The mandate given to the OOBAC was “to serve as the ‘clearing house’ and monitoring arm of UP Manila on the conduct of procurement activities and in addressing procurement concerns.” On April 29, 2019, during the 1344th BOR Meeting, OOBAC was renamed to the Procurement Office and its functions were expanded “to oversee and monitor all procurement activities of UP Manila and ensure that all are done in accordance with R.A. 9184 (Government Procurement Reform Act).” In 2025, R.A. 9184 was superseded by R.A. 12009, hence, the mandate was modified to state the “New Government Procurement Act.”
