Message from the Director

The Information Management Service (IMS) serves as the Information and Communication Technology (ICT) arm of the University. Our core mandate is to provide and maintain the University’s digital infrastructure to support teaching, learning, research, public service, and administrative functions. Through secure, reliable, and innovative technology-based services, the IMS ensures the availability of campus networks, cloud-based platforms, enterprise applications, and the University’s data center facilities.

In addition, the IMS develops and maintains the University’s information systems, working collaboratively with the different administrative offices, the faculty members, and students to design and deliver user-centered, efficient, and integrated applications. These systems are built to streamline processes, improve data-driven decision-making, and enhance the overall user experience.

The IMS also provides responsive and accessible technical support services to the University’s constituents. This is achieved through timely assistance, troubleshooting, and advisory services to promote effective use of institutional technologies, while ensuring that the University’s ICT resources are properly managed, monitored, and accounted for.

Aligned with the President’s flagship program on digital transformation, the IMS drives initiatives that modernize services, optimize operations, and cultivate a digitally powered environment.

History

The Information Management Service (IMS) has its roots in the late 1900s, the period when the term Electronic Data Processing (EDP) was the standard technology.

Sometime in 1989, the Electronic Data Processing (EDP) unit was set up initially as an extension section of the UP Manila Accounting Office.

A faculty member from the College of Arts and Sciences Department of Physical Sciences and Mathematics, named Prof. Vic Rojas, initiated the development of a computer program for the UPM and PGH Regular Payroll.

In May of the same year, Mr. Dennis Martin (still working now in the IMS) was one of two persons hired to handle the regular payroll processing using the program developed by Prof. Rojas.

Ms. Lorina Tolentino (now Mrs. Alcid) joined the unit in May 1990, to develop additional payroll modules.

The EDP unit then ventured in May 1992 into the development of the Student Information System (SIS), starting from small colleges (College of Nursing, College of Pharmacy, and College of Allied Medical Professions) and expanding into the other, bigger colleges. She was joined by another staff, Ms. Jeanaluz Parnacio, in May 1995.

The area of computer literacy training was the next thing that the EDP unit ventured into. Topics included basic computer use, Word Perfect, and Spreadsheet Lotus 123.

In the same year (1995), UP Manila started its Internet connectivity via PHNet in collaboration with the University Library headed by then Ms. Rosvida Rosal. Then, Mr. Eric Pareja joined the EDP staff, to act as systems administrator.

Then came the transformation of the EDP unit into a more responsive, stronger ICT-based unit of the University.

In 1996, under the supervision of Prof. Sheila Magboo, the EDP was tasked to propose the Inter-Buildings connectivity via Fiber Optic. Since then the mandate of EDP has become more ICT in nature.

Then on July 31, 1998, by virtue of a UP Board of Regents’ decision, the Information Management Service was established, headed then by Prof. Ariel S. Betan.

Two major projects of the time were the development of the SIS into Computerized Registration System (CRS), handled by four developers led by Ms. Melissa Pagaduan, and the structured cabling of the University.

Those projects started the growth and development of the IMS as it has evolved to this day.

Mission and Vision

Vision: The Information Management Service (IMS) envisions itself to be a strategic arm of UP Manila in providing ICT services and fostering digital innovation for the enhancement of teaching, learning, research, and public service.

Mission: The IMS serves as the information and communications technology arm of the University. It helps the University keep pace with the digital age through innovation and making use of appropriate technology attuned to its funding capacity in alignment to the strategic goals of UP Manila. Moreover, the IMS leads the digital transformation of the University in alignment to the efforts of the national government and UP System to enhance the experience of its constituents.

Facility Description The IMS Computer Room is a dedicated facility with a capacity of 15 computer desktops. The space serves as a venue for ICT training activities and administering computer-based examinations for UPM job applicants.

Full Name of the Facility Teleconference Room
Facility Description The IMS Teleconference Room is a dedicated facility designed to accommodate up to six (6) participants. It supports virtual meetings, online trainings, and remote collaboration activities of the University. The room provides teleconferencing support for hybrid meetings, ICT-related webinars, and coordination with internal and external stakeholders. Equipped with reliable internet connectivity and audiovisual conferencing tools, the facility ensures stable, secure, and efficient communication for institutional activities.
