Message from the Director

The Office of the University Registrar of the University of the Philippines Manila remains steadfast in upholding the integrity, accuracy, and security of academic records while delivering efficient, responsive, and student-centered services.

As the official custodian of scholastic records, the Office oversees the implementation of academic policies, registration processes, records management, graduation clearances, and certification services. We are guided by a commitment to transparency, accessibility, and continuous improvement in support of the University’s mandate of excellence and public service.

This Catalog of Information embodies our dedication to accountability and clear communication. We sincerely hope it serves as a practical and reliable guide for our students, faculty, staff, alumni, and partners providing clarity on our services and helping them navigate our processes with confidence and ease.

History

On January 24, 1979, the President of the Philippines issued Executive Order No. 519, creating the UP Health Sciences Center, with then Dean Florentino B. Herrera, Jr. of the College of Medicine appointed as Chancellor by the Board of Regents dated February 22, 1979.

During the few years of the newly created autonomous unit, the registrar’s functions were initially managed centrally until the Center was renamed the University of the Philippines Manila through Executive Order No. 4 passed in 1982 (UP Manila Catalogue of Information 1994-1996).

Dr. Sofronio P. San Juan, a faculty of the College of Dentistry, was appointed as Acting University Registrar in 1983 and thereafter officially appointed as the first University Registrar of UP Manila. His stint was from 1983 to 1986. At the end of his term, he was followed by ten (10) University Registrars coming from different UP Manila colleges, including the incumbent, Assistant Professor Jean Flor Camu-Casauay, RPh, MS, from the College of Pharmacy.

The Office of the University Registrar (OUR) manages student registration and admission, academic records, evaluation, among other functions related to student management and academic programs and events. The OUR functions under the Office of the Vice Chancellor for Academic Affairs.

Services: Student Admission Services
1. Evaluates academic credentials and issues admission notices
2. Answers admission-related inquiries
Services: Registration and Enrollment Services
1. Oversees student registration/enrollment procedures each academic term
2. Manages and monitors the academic information/registration database
3. Coordinates student assessment of fees and enrollment documentation
4. Facilitates issuance of ID cards (students and employees)
Services: Academic Records and Credential Services
1. Maintains and updates official student academic records, from admission to graduation
2. Issues official academic credentials such as Transcripts of Records (TOR), Certificates of Enrollment, Graduation, and Earned Units, Authentication and company verification certificates, original diplomas
3. Provides verification of academic information for government or private requests
Service: Curricular and Policy Support
1. Supports and implements academic policies and procedures on admission, registration, grades and graduation
2. Serves as Secretariat of the University Council and data resource for academic committees

1. Publishes the academic calendar
2. Co-manages catalogs, directories, and official announcements related to academic programs and schedules
