National Service Training Program (NSTP)

Message from the Director

The National Service Training Program Office of the University of the Philippines Manila provides various forms of community, public, and volunteer services through the implementation of Republic Act No. 9163 or the National Service Training Program (NSTP) Law while maintaining the highest standard of honor, excellence, and service to the country.

As the official implementer of the NSTP Law, the office oversees the offering of the three components of NSTP– Reserve Officers’ Training Corps (ROTC), Civic Welfare Training Service (CWTS), and Literacy Training Service (LTS)– in the various colleges of the university. The office also manages serial number processing, honoraria, and other administrative functions. This catalogue of information embodies the commitment of the NSTP Office to preparing students for their greater role as service volunteers even after graduation. Most importantly, may this catalog serve as a guide to our students, faculty, and community partners while the office supports them as its main stakeholders in fulfilling the mandates of NSTP.

History

Republic Act No. 9163, otherwise known as the National Service Training Program (NSTP) Act of 2001, “An Act Establishing the National Service Training Program (NSTP) for Tertiary Level Students, Amending for the Purpose Republic Act No. 7077 and Presidential Decree No. 1706, and for Other Purposes” was enacted in Metro Manila on Monday, July 23, 2001.

Republic Act No. 9163 mandates civic education and defense preparedness among tertiary-level students in the Philippines. The law requires all students enrolled in baccalaureate degree programs and at least two-year technical-vocational courses to complete one of three NSTP components—ROTC, CWTS, or LTS—as a graduation requirement.

Through this program, the State promotes patriotism, nationalism, civic consciousness, and active involvement in community service and nation-building.

Mission
The UP-Manila NSTP Program is committed to equipping students and faculty with comprehensive quality training and continuous education to serve the community through the three components: Civic Welfare Training Service (CWTS), Literacy Training Service (LTS), Reserve Officers’ Training Corps (ROTC).

Vision
The UP Manila recognizes the important role of the youth in nation-building. Through the NSTP, UP Manila aims to be instrumental in the continuous development of the students at the tertiary level to become well-informed, responsible, socially conscious, and highly participative citizens.
