The University Library strives to maintain a welcoming, comfortable, and safe environment that fosters intellectual freedom, research, and lifelong learning. \\ \\ Members of the broader community are also welcome to use the Library’s facilities, subject to the provisions of the Circulation Policy and the Access to Databases Policy.\\ \\ **Ms. Marybel P. Caasi, MA Ed LS**\\ \\ === History === The nucleus of the UP Manila University Library is the Medical Library. It originated from the department libraries of the Philippine Medical School, which was the first academic unit of UP established in 1907, a year before the University of the Philippines was even established. The School was renamed UP College of Medicine and Surgery and given a new building in 1910. In the same year, the Philippine General Hospital was opened and eventually became a teaching hospital for the College. In 1923, the name College of Medicine and Surgery was shortened to College of Medicine. The Colleges of Pharmacy, Dentistry, and Public Health all started as departments of the College of Medicine in 1914, 1915, and 1927, respectively, and became full-fledged units in 1935, 1948, and 1932.\\ \\ The Bureau of Science Library with books and journals from the departments served the needs of the medical students and hospital personnel from 1907 to 1931, when collections of both the College of Medicine and the Institute of Hygiene were housed together in the Institute.\\ \\ The first medical librarian was Aquilino Y. Argosino, who pioneered the Philippine Index Medicus. He retired in 1961.\\ \\ In 1922, the University Library became a highly centralized organization. The library positions and book funds of unit libraries were all under the administration of the University Librarian (in Manila before 1948 and in Diliman after that). Technical processing involving the acquisition and cataloging of library materials and preparation of all necessary records was done at the Main Library.\\ \\ Presidential Decree No. 58 in 1972 authorized the UP BOR to plan and establish its system of autonomous units. The Health Sciences Center was created through Presidential Executive Order No. 519 on January 24, 1979, based on the recommendations of the Committee on Library and Textbooks, chaired by Dr. Portilio M. Recio and initiated by Dean Florentino B. Herrera. The College of Medicine, College of Public Health, College of Dentistry, College of Nursing, College of Pharmacy, School of Allied and Medical Professions, and the College of Arts and Sciences constituted the Health Sciences Center.\\ \\ After President Angara ordered the reorganization of the library system on December 22, 1981, the seven Health Sciences libraries, as well as the School of Health Sciences Library in Palo, Leyte, were transferred from the administrative supervision of the UP University Librarian Marina G. Dayrit to that of the second medical librarian, Ms. Clarissa Dimalanta on October 22, 1983. It was then that UP Manila was declared autonomous by virtue of Presidential Executive Order No. 4. In the same year, the library was renamed UP Manila Library and placed under the first University Librarian of UP Manila, Ms. Clarissa Dimalanta.\\ \\ Rosvida R. Rosal became the second University Librarian of UP Manila and the third Medical Librarian in 1984. The Medical Library served as the temporary seat of the UPM Library Administration, handling technical services for the eight Health Science libraries.\\ \\ The construction of a four-storey University Library building for UP Manila was initiated in 1987 by the third UP Manila Chancellor Dr. Ernesto O. Domingo. The construction began in 1992, and the inauguration took place on June 22, 1995, during the term of Dr. Perla D. Santos Ocampo, the fourth Chancellor of UP Manila.\\ \\ === Mission and Vision === **Mission**\\ The University Library adheres to the university’s honored tradition of academic and research excellence by responding to the challenges and demands for information resources, research assistance, through innovative library services, programs and facilities.\\ \\ **Vision**\\ The National Health Resource Library and Research Hub of Excellence that provides access to quality, timely and highly relevant information resources in the medical and allied health sciences.\\ \\ === List of Departments, Institutes, Centers, or Units === - University Library (Main) - College of Allied Medical Professions (CAMP) Library - College of Arts and Sciences (CAS) Library - College of Dentistry (CD) Library - Florentino B.
