Through intellectual property protection, technology transfer, and industry collaboration, we help move innovations from the research laboratory to the community.\\ \\ These efforts forge UP Manila’s role as a leader in health research, innovation, and public service. By fostering partnerships and encouraging Intellectual Property (IP) utilization, we help ensure that UP Manila’s research fulfills its purpose in serving the Filipino people and contributing to national progress.\\ \\ **Prof. Lourdes Marie S. Tejero, PhD, MTM, MA, CGNC**\\ \\ === History === The UP Manila Technology Transfer and Business Development Office (UPM TTBDO) was formally established during the 1310th Meeting of the UP Board of Regents, held on 27 August 2015, following a period of institutional restructuring within the University of the Philippines to strengthen IP management and technology transfer. \\ \\ This restructuring was driven by the promulgation of RA10055, the Philippine Technology Transfer Act of 2009, which provided the national framework for protecting and commercializing publicly-funded research.\\ \\ In 2011, the University revised its Intellectual Property Policy to align with the new law. In the following year, the University established the UP System Technology Transfer and Business Development Office, replacing the former Technology Licensing Office and signaling a shift toward a more proactive approach to innovation and commercialization. Prior to these changes, IP concerns at UP Manila were handled by the Intellectual Property Office under the UP Manila Legal Office. \\ \\ With the approval of the UP Board of Regents, the UPM TTBDO was formally created as an office under the Office of the Vice Chancellor for Research.\\ \\ Since its founding, the UPM TTBDO has served as the central unit responsible for managing intellectual property, innovation, and technology transfer in the University. The TTBDO assists faculty, students, and staff in applying their knowledge, skills, and research expertise toward meaningful social and economic impact. Its functional objectives include protecting the intellectual property rights of the UP Manila research community, crafting policies and guidelines grounded in evidence and best practices, and facilitating the transfer of technologies and processes to industry and other partners. The Office’s mandate is embodied in its catchphrase, “Seek, Secure, Scale to Serve,” which succinctly reflects the innovation pathway from identifying potential intellectual property assets to securing appropriate protection and ultimately scaling technologies for societal benefit.\\ \\ Today, the UPM TTBDO continues to strengthen UP Manila’s innovation ecosystem through intellectual property awareness campaigns, IP protection strategies, and technology transfer initiatives such as licensing and business development.
