Our journey in graduate-level education began during the post-war reconstruction with the Master of Public Health program (then called the Certificate in Public Health), which was instituted to build the capacity of health professionals to respond to the myriad of public health concerns of our fledgling republic.\\ \\ Today, UP Manila has over 50 graduate program offerings in different areas of specialization. The National Graduate Office for the Health Sciences (NGOHS) serves as a vital interface for prospective students, current scholars, alumni, faculty, and other stakeholders. Beyond facilitating administrative processes, the NGOHS, through the Graduate Management Team, also harmonizes policy implementation and coordinates program offerings across eight degree-granting units with graduate programs.\\ \\ We reaffirm our commitment to this mandate and look forward to serving you with honor and excellence!\\ \\ **Dr. Carl Abelardo T. Antonio, PhD**\\ \\ === History === The National Graduate Office for the Health Sciences (NGOHS) was formally established in June 1995 to coordinate all graduate programs in the University of the Philippines Manila. As an institutional coordinating unit and catalyzing agent, NGOHS aims to promote and enhance the development of new graduate programs that are innovative and responsive to the University’s thrusts and relevant to national needs, including the development of multidisciplinary degree programs and appropriate learning approaches. Graduate programs at UP Manila have been offered since 1930, originally administered by the colleges offering them. A 1985 nationwide survey revealed that graduate offerings in health and health-related professions were very limited, prompting the creation of the Office of Graduate and Continuing Education (OGCE) in 1987, chaired by Dr. Ophelia M. Mendoza, to develop and coordinate new graduate and continuing education programs.\\ \\ When Dr. Perla D. Santos Ocampo became Chancellor in 1993, the need to upgrade the OGCE into a Graduate School was expressed in line with the University’s goal to lead in graduate education and research. The Board of Regents approved the Graduate School on June 22, 1995. Dr. Veronica F. Chan, professor of Microbiology and Virology, was appointed Acting Dean on July 27, 1995, and drafted rules in consultation with the deans of the degree-granting units (DGUs), subsequently approved by the University Council. Dr. Isidro C. Sia became Dean a year later, with Prof. Ma. Estela M. Layug as Secretary until she became the UPM Registrar. Dr. Lilia M. Reyes later served as Officer-in-Charge, followed by Dr. Lourdes E. Abadingo, until Dr. Emilie G. Flores was appointed Dean in November 1998. In coordination with eight DGUs, the Graduate School enriched programs and developed new ones attuned to the health manpower needs of the country and Southeast Asia.\\ \\ With the support of Chancellor Santos Ocampo and President Javier, the Graduate School was elevated to national status as the National Graduate School for the Health Sciences (NGSHS), approved by the Board of Regents in its 1130th meeting on April 15, 1999. It was mandated to enrich programs, optimize faculty convergence, generate resources, establish fellowships, and ensure effective management through assessment and evaluation. Renamed NGOHS in 2003 under Director Cora A. Añonuevo, it developed a website and opened programs including the Diploma in Bioethics and Diploma in Preventive Ophthalmology. Successive directors expanded programs, instituted new Master’s degrees, formed the Graduate Management Team (GMT), and implemented curricular and graduate assistantship enhancements.\\ \\ Under Dr. Arnold V. Hallare in 2014, NGOHS launched the University-wide Graduate Students’ Colloquium, Good Research Practice workshops, and peer-reviewed publication as a graduation requirement. The 1997 Code of Graduate Studies was revised in 2016, and new PhD paths were created: PhD in Health Sciences by Research and PhD in Health Sciences by Publication. Under the directorship of Dr. Leslie Michelle M. Dalmacio, the application process and other office operations transitioned fully online, significantly enhancing NGOHS’ efficiency in delivering its services. The NGOHS aggressively pursued the review and institution of graduate programs to ensure their continued relevance and quality.\\ \\ Now led by Dr. Carl Abelardo T. Antonio, the NGOHS sustains the coordination of new academic programs, curricular revisions, and scholarship initiatives, while conducting regular reviews to ensure adherence to University policies and global standards. It continues to advance teaching and learning through capacity-building initiatives and strategic programs that reinforce UP Manila’s leadership in the health sciences.\\ \\ === Mission and Vision === The NGOHS, as it provides the highest quality of advanced instructions and training, shall constantly strive to:\\ \\ - enrich existing degree programs while enhancing the development of benchmark programs and implementation of innovative, globally competitive multidisciplinary graduate programs; - optimize convergence of graduate faculty and resources between and among the different degree granting units, for globally competitive graduate aspirations and excellence; - generate resources and manage grants, aids, donations or any kind of fellowship and support for the welfare of the UPM faculty and the public who seek equity in scholarly opportunities. - Create local, regional, and international linkages and networks of complementary centers of excellence in health science for resource sharing and to avail of the latest development in education, research and health service delivery; - establish post-doctoral and post-masters fellowship for updates in teaching, research, extension, and production of technology; and - provide efficient and effective planning and management through periodic assessment or evaluation. === List of Services === The NGOHS provides the following services for graduate students and applicants:\\ \\ - Inquiries (giving brochures of the different graduate programs) - Issuance of Application and Recommendation Forms - Processing of Applications - Issuance of Acceptance Letters - Notice of Dissertation/Thesis Proposal and Defense - MRR Extension Application - Retrieval of Documents submitted by applicants who are not admitted to Graduate Programs - Claim for Honoraria of Comprehensive Exam, Theses and Dissertations - Graduate Assistantship Program Application - Classes with Less than Five Application - Application for Continuing Education Activities
